It is never sold

Not to agencies, not to data brokers, not to anyone. There is no mechanism to sell it — the product simply cannot, by design.

When the contract ends, the data is destroyed

No retention. No hostage. On the city’s word the data is returned and permanently destroyed. It leaves with the city — KEEP keeps no copy.

No one gets in without the city’s approval — not even the federal government

Every access request is the city’s decision: scoped, logged, and revocable by the city alone. There is no back door for Washington, or anyone else.
